Stage 1 of the implementation of the SERBUL project started in July 2006 in the South East Planning region of Bulgaria. The main activities in this stage are linked with the preparation of the analyses, formulation of the strategic objectives in the field of innovation in the region. 

The Board of Directors of ARDI took a decision that the following sectors will be researched in detail:

1. Tourism;

2. Agriculture, food industry, aqua cultures;

3. Chemical industry and biotechnologies;

4. Textile, sewing and knitwear industries;

5. Alternative sources of energy and energy efficiency.

Horizontal approach will be applied in all five sectors in the field of environment, information society and human resources.
